All that means is that low income people who need to apply for assistance to have repairs done to pass the smog test, and people who want to retire their polluting cars instead of repairing them, will not be able to do so. You still have to comply with the laws. There is just no assistance for low income people who cannot afford to do so . How in the world is that good news???!!!
