What EO 14289 Means for Auto and GT-R Parts Imports – 2025 Update

If you import, restore, modify, or just obsess over cars like I do—especially GT-Rs—this new Executive Order (EO 14289) from the White House just reshuffled the deck on how tariffs apply to vehicles and parts.
🔧 What’s Happening?
EO 14289 puts a priority order (stacking rule) on which tariffs apply when a single part or car could fall under more than one trade measure. That means if a part is hit by multiple tariffs—say, Section 232 (steel/aluminum), or IEEPA (border-related)—only one of them sticks. This helps prevent "double dipping" and can lower your cost at entry.
🛠 Tariff Priority Explained (Car Guy Version)
- First: If it's subject to the 232 Auto/Auto Parts Tariff – that's it. Nothing else stacks. This applies to non-USMCA parts and vehicles.
- Second: If not, then check for IEEPA Canada or Mexico tariffs (border-related duties).
- Third: If still not tagged, then 232 Steel or Aluminum duties apply—especially for raw materials and fabricated parts.
📦 What This Means for GT-R Parts
- Imported control arms, turbos, wheels, or even body panels made of aluminum/steel? Watch for 232 duties unless exempt.
- Imported complete cars not qualifying under USMCA? You’re looking at full 232 Auto/Auto Parts tariffs.
- Buying from Japan? Usually not affected by Canada/Mexico IEEPA, but you must check materials of origin and exemptions.
💰 Can You Get a Refund?
Yes—retroactively. If you overpaid because duties were stacked, and the new EO means only one should’ve applied, you can file for a refund starting May 16, 2025. Either do a post-summary correction or a protest (if already liquidated).
