What Year is the R34 Legal in the USA?

Trick question, they already are legal.  A small number that is, are legal.  About 14 MotoRex cars, and a handful of Show or Display cars.

Not every R34 you see is a Show or Display car, although illegal vehicle importers will say anything to try and scam you into buying a car from them.  If it has a Florida title, first thing you should do is run away from the car.  Almost everything illegal and sketchy comes from Florida. So if you don't want some future hassle, stay away from Florida cars.

The approved cars for Show or Display are:

285   2002 Nissan Skyline GT-R M-Spec Nur
282   1999 Nissan Skyline GT-R V-Spec Early ( Midnight Purple II)

Those are it.  If someone is claiming some other car is Show or Display, or legal, they are just trying to scam you out of your money.

Illegally imported Nissan Skyline GT-R M-Spec offered for sale with a Florida title for $130k

$130k is a lot of money to pay for an illegally imported and titled car.  Even though it doesn't happen often, illegally imported cars can be seized, and sold for export if not imported correctly.  Since this car is not a MotoRex car, not a Show or Display car, it is here illegally.  If you get caught with this hot potato, you are the one to lose out.

As far as other legal ways to import, there are a few R34 GT-R racecars that were legally imported, but all these cars can not legally be used on the road, or converted to road use.  Once a racecar, always a racecar.

The R34 started being  produced and sold in Japan in May 1998.  That means the first R34 Nissan Skylines will be 25 years old, and legal to import to the USA starting in May 2023.  The models available starting in May are ER34, ENR34, and HR34.

The BNR34 or Nissan Skyline GT-R was first sold/produced in January 1999.  The R34 GT-R turns 25 years old starting in January 2024.

In January 1999, Nissan made 1286 R34 GT-R's.  For the entire 1999, they made 5799 cars.  Thanks GT-R Registry.
